Islamic Unity Party of Afghanistan - Hezbe Wahdat Eslami Afghanistan

Islamic Unity Party of Afghanistan is one of parties came into being near the end of Jehad periods, under special domestic and international circumstances, practically in the form of a coalition of nine Shiites, Jehadi groups of Afghanistan.

The inception of the Party was formed when Akbari, Sajadi Lali and Erfani Yakawlangi were discussing to solve disagreements in spring 1367, and prepared the field for a meeting between the officials and commanders of Nasr(assistance) and  Islamic Pasdaran (guards) Jehad  organizations in Panjab area. They gathered in Panjab governor's office center on 24/4/1367 exchanging talks for four days. A fifteen- point resolution was issued at the end of the gathering, preparing the ground for joining of Nasr organization and Islamic Jehad Pasdaran organization, who signed the charter of union with twelve points in a meeting in Lale on 16/6/1367. Other Shiite groups were also invited to join this union after the coalition of Nasr and Jehad Pasdaran organizations. In a session in Behsood, the representatives of Islamic Niros (forces), Islamic Movement (Nehzat), Islamic Movement (Harakat), Nasr organization, Jehad Pasdaran and Nero Solh ( peace forces) participated and Niro organization and Nero Solh organization joined the union. The charter of union was signed by Nehazat Eslami(Islamic Movement), Davat Etehad Eslami (Islamic Union Invitation) and Jebhe Motahed Enghelab Eslami (Islamic Revolution United Front) following their coalition to the Union in Jaghori where central council members of the Union were appointed as well as the choice of Bamiyan as the headquarter on 6/9/1367. Eventually, representatives and officials of Shiite parties from thirteen mainly Shiite dweller provinces of Afghanistan took part in Bamiyan gathering, taking an oath to Koran united together, signing "Union Treaty" in twenty points and announcing their parties disbanded after nine days of discussion. Thus, Islamic Unity Party of Afghanistan was established on 25/4/1368, replacing "Islamic Coalition Council of Afghanistan" within Bamiyan gathering, when Sheikh Mohammad Akbari was nominated as the head of central council of Islamic Unity Party. The Party expanded quickly due the availability of domestic and foreign grounds and could stop civil wars in Hazarajat. Shorae Etefagh Eslami (Islamic confederation Council) also joined to Unity Party, small Jehadi parties and pro-Hazara nation members from any groups, parties believing in ideologies and mentalities were accepted to join this Party. In 1370, the first congress of Unity Party was held in Bamiyan, which resulted to increase the number of members in central council and supervision high council and selection of Abdul Ali Mazari as the head of central council. Eclecticists, Liberal, Communist mongo-lists, and the nobilities (Khans) entered the Party and became the members of central council of the Party during Mazari's {later Khalili's} leadership periods. This is why the Union Treaty (and the constitution of Unity Party) was forgotten and they acted contrary to its points, therefore, discords intensified and forming new factions commenced, the situation led to the tragic event on 23rd Sonboleh, 1373 in the west of Kabul, and the Unity Party divided into two wings of Mazari and Akbari. After Mazar's murder by Taliban and fall of west of Kabul, his forces settled in Bamiyan under the leadership of Khalili and clashes between Shiite groups restarted.     
Khalili's forces were accused of murdering Akabri's and even Harakta Eslami's commanders and personalities in different regions, this process went on until Marar Sharif was occupied by Taliban. Both Unity Party and Harakat Eslami of Afghanistan were playing effective roles in anti-despotic resistance against Taliban and foreign forces' interferences in North and center of Afghanistan actively participated in Bon conference and in temporary and transitional cabinet of Afghanistan government. (1). The context of (Misagh Wahdat) Union Treaty which was signed by all leaders who set up Unity Party with solemn promise to Koran, but they never put it into practice is written here to inform respected readers of this historical treaty, providing them with a chance to compare the contents of the article with  behaviors and actions of leaders of this party during and after Jehad and resistance periods up to now, as well as comparing it, especially, with constitutions of newly formed parties under various designations such as Islamic Unity Party of Afghanistan, Islamic Unity Party of Afghanistan people, Islamic Unity Party of Afghanistan Nation, Islamic national Unity Party of Afghanistan and National Authority Party of Afghanistan in order to realize the nature of their personality, honesty and faith. The study of Union Treaty's 20 points, articles 2, 10 and 14 of Unity Party's constitution plus a comparison with functions and activities of this party's officials and summits belonging to any wings reveals the gradual loss of its legitimacy from the beginning. Since the performed activities were absolutely contrary to its desires and aims, meanwhile members and groups who were opposed to these desires made their attempts to deceive people and Mojahedeens by hypocritically admitting Islamic ideology, monotheism, Islamic rule, Guardianship of the Islamic Jurists (Velayat-e-Faqih) and other Islamic values which people of Afghanistan particularly Shiites of the country believe in to dominate over Shiite community for weakening and discharging Islamic forces and inclinations by establishing and penetrating into Unity Party. They committed many unholy catastrophes and were successful to sacrifice Afghanistan Shiites for their illegitimate and anti-human hopes to a great extent. There are many proofs to this issue which are beyond the scope of this writing to be mentioned. The content of Union Treaty on which Islamic Unity Party of Afghanistan was formed and recognized lawfully is as follows:
In the name of Allah the most compassionate the most merciful
Misagh Wahdat (Union Treaty)
"… and hold fast by the convenant of Allah all together and be not disunited" 
It is evident that Afghanistan brave nation has made many epics during history, carrying the blood covered banner of Jehad to defend Islam and Independence of the country. Considering that Muslim nation of Afghanistan in particular warriors living in central of Afghanistan who have cleared the whole central regions from the presence of pro-Russian members and kept it clean up to present, single handedly, without any external assistances but with heart full of faith and they were the witnesses of Russian occupiers exit due to their continuous and unrelenting fights, they have made a new forward for the first time in the history of universal liberal campaigns. On the other hand, the global blasphemy have colluded in fighting with Islamic revolution of Afghanistan, having restarted political, military and intelligence struggles toward Mojahedan and deviating Islamic revolution in the course of their colonial policies. It seems more essential for Jehadi forces to consolidate and coordinate their wise campaigns in a single intensified line more than any time considering these issues and religious tenets ( واعتصمو بحبل الله .... و بنی اسلام علی دعا متین :کلمه التوحید و توحید الکلمه). Thus, Islamic parties and movements compiled and signed Unity Treaty in a historical assembly in ancient and history center of Bamiyan from 25/4/1368 to 27/4/1368 to guard Islamic revolution values, protect values of Islam and Islamic revolution martyrs' desires up to ultimate victory and realization of divine rules on the basis of following principles and foundations.
1- Continuation and intensification of combat to establish an Islamic rule founded on Koran, Sunnah, and Velayate Faghih.
2- Attraction of sound and talented Shiite forces out of the unity.
3- Attempts for unification of all Islamic groups of Sunnite brothers.
4- Immediate action to solve current discords; prevent likely conflicts and provide freedom, people security within the framework of Islamic and public interests' rules and regulations.
5- Severe prevention from any contradictory action or measure based on former group interests or relations.
6- Fighting against materialistic, anti-Islamic and eclecticism ideas.
7- Prohibition of any overt or hidden negotiation, reconciliation and dealing with mercenary regime of Kabul, as well as intensification of armed Jehad to overthrown it.
8- Mobilization of all military forces in first lines of fronts to accelerate the collapse of mercenary regime of Kabul.
9- Endeavor to safeguard social security founded on Islamic rule with popular acceptance of Jaffari and Hanafi religions, that all classes, tribes and nations enjoy any political, religious, civil…..rights under the protection of them without prejudice.
10- Endeavor for keeping independence, territorial integrity and national solidarity of Afghanistan, fight against factionalism and separatism of any kinds.
11- Determination of destiny of Afghanistan people by themselves and denial of any kinds of foreign interference.
12- Establishing friendly and brotherly relations with Islamic and anti-expansionist countries in the world.
13- Solidarity with Islamic and liberal movements in the world.
14- Taking positions anti-despotic POWERS and SIDES on the basis of "No eastern No Western" slogan.
15- Establishment of the Union Central Council and determination of its headquarter in ancient, freed city of Bamiyan.
16- Elimination of organizational titles following setting up a united political movement with the same designation and slogan along with compiling constitution and articles of association.
17- Necessary actions for reconstruction and development of the country, beneficial utilization of natural and national resources, reserves and wealth for improving people's economical and welfare situations.
18- Endeavors to provide whole numbers of Afghanistan nation with scientific and intellectual opportunities and facilities.
19- Put affairs under the protection of pious, faithful and skillful forces and members.
20- All officials and signers of the Union Treaty have undertaken to make their attempts to realize unification and practice the aforementioned articles with all their bodies and souls, and not to follow the interests and titles of their former party or groups for the purpose of respecting to the bloods of martyrs of Islamic revolution of Afghanistan.
The constitution of Islamic Unity Party of Afghanistan was compiled as one of the best ones among Jehadi and Islamic Parties , which reflected a local temporary government in viewpoint of administration and security, regarding the political, social and administrational situation of Afghanistan in that time. The nature of this Party has been described as follows in the second article of this Party's constitution, which was ratified on 17/7/1370 in Bamiyan: "This Party has Islamic and national identity which is founded on monotheism and Islamic ideology, and any form of deviation from this principle is sentenced to its dissolution. The two wings of Unity Party got involved in divisions and discords after establishment of Karza's government and gathering of all political factions, leaders and followers of different intellectual and political parties and movements in Kabul. The Unity Party of Khalili was divided into three other wings namely, Islamic Unity Party of Afghanistan led by Khalili, Islamic Unity Party of Afghanistan People led by Mohaghegh and Islamic Unity Party of Afghanistan Nation led by Erfani Yakawlangi. The Islamic Unity Party of Akbari was divided into two wings namely, Afghanistan National Islamic Unity Party led by Akbari and Afghanistan National Authority Party under the leadership of Kazemi. New organizational structure and constitution of Islamic Unity Party of Afghanistan led by Khalili correspond more to pro-Karzai government Parties and new constitution of Afghanistan. Although, in new articles of association of Islamic Unity Party of Afghanistan a role to Islam has been maintained, but this role is weak and justifiable. Communists and Seculars also expediently believe in a role of Islam currently which is stated in their new articles of association and constitutions. In Islamic Unity Party of Afghanistan's objectives and aims, Islam is considered as one of the main sources for ruling and legislation in political system of Afghanistan, and in the meantime political principles of Human Rights Declaration and other international agreements are confirmed unconditionally. Given that some principles of Human Rights Declaration are in conflict with religion of Islam, therefore, a government which is practically founded on Islam and Islamic religion and a political party claiming the support of Islamic rule can not accept Human Rights Declaration and Liberal-democracy completely and unconditionally. On the other hand, "Political system of Afghanistan" phrase has been used publicly in the 7th article of association without any justification whether this system is Islamic or non-Islamic and secular; however, in 10th article of association of Unity Party, the considered system has been defined to be based on political democracy and pluralism which carries the concept of the West Liberal-Democracy. In the 2nd article of association efforts and fights of Unity Party to defend national dominance, independence and territorial integrity have been attributed to "Liberal and evenhanded forces" that are stated in general. This can include non-religious forces such as Communists, Seculars, eclecticism, and fascist tribalists who claim to have participated in Jehad and fights of Afghanistan people and think to be holy soldiers more than the real ones. Even if the forces were orally called Muslim and Jehadi forces believing in Islamic ideology and people's Jehad and fights were stated to have been to protect the religion, it did not include non-Muslim forces; furthermore, it involved the concepts such as liberalism, evenhandness, independence and territorial integrity. Implicitly, it can be proven that anti-Islamic and eclecticism forces and members who are incompatible with Islam have had a destructive role in directing and leading this Party, since the efforts and fights of Unity Party of Khalili have been stated to have been solely for defense of national dominance, independence and territorial integrity and people's Jehad, which was for the sake of religion, has been ignored, as well as attribution of these fights only to Liberal and evenhanded forces, and this justness in activities of Unity Party has been allocated to tribal issue as a means of gaining power of individuals and aforesaid groups and bands. In addition, membership specifications in the Party, particularly membership in central council of this Party religious belief has not been included, therefore; non-Muslims can be members of this party. However, a party with Islamic ideology and committed to Islam can not accept non-Muslim members. In this respect, Islamic Unity Party of Afghanistan, Ahmad Wali Masood's National Movement Party and similar parties including newly-established ones with Communist background and modern Secularism, as well as Afghanistan's constitution are involved in contradictions. The functions of Unity Party like operations of Afghanistan government reveal that this party is practically supporting secularism.
